In addition are there any agency rules in effect that the agencies must meet to implement or manage the programs and projects they are responsible for? Clearly ODFW does not follow this mission statement. A great example is wide open trapping of the keystone species (Beavers, Muskrats etc.) that are necessary for healthy fisheries. Instead we get all these GMO hatchery fish that don't survive or reproduce very well in the wild. The idea that ODFW can make fish better than mother nature is more about a jobs program instead of fishery enhancement. For over 120 years hatcheries have been proven they don't work very well and the results speak for themselves. The State of Oregon has no plan for the future of our fisheries.
